Tractor-Trailer Leaks Liquid Oxidizer on Lincoln Road; Environmental Disaster Narrowly Averted

Pen Hills, PA - Specialized hazmat technicians and multi-agency environmental response teams mobilized Tuesday evening after a commercial tanker truck began leaking a dangerous liquid oxidizer onto Lincoln Road, threatening waterways that empty directly into the Allegheny River.

Shortly after 5:00 p.m. on September 22, emergency dispatchers alerted Penn Hills Stations 221, 222, and 227 to reports of a commercial tractor-trailer discharging an unknown fluid near the intersection of Lincoln Road and Verona Road. Arriving emergency crews assessed the placards and cargo manifest, discovering that the transport tanker was actively releasing a hazardous liquid oxidizer across the roadway.

Due to the reactive nature of the product and the immediate environmental threat, incident commanders ordered an emergency closure of Lincoln Road between Vine Street and Verona Road, rerouting all local traffic away from the hot zone.

Certified hazmat technicians operating from Stations 222 and 227 deployed specialized chemical containment gear to plug and stem the active breach. Their swift mitigation efforts successfully contained the chemical runoff on the roadway surface before it could breach storm drains, enter an adjacent tributary stream, and contaminate the regional aquatic ecosystem feeding directly into the Allegheny River.

The on-scene emergency operations were supported by representatives from the Penn Hills Fire Marshal’s Office and Emergency Management Agency (PHFM/EMA), Allegheny County Hazmat, and the Environmental Protection Agency (EPA). No injuries were reported among motorists or first responders.
