Bellingham Fire Department Announces Promotions of Battalion Chief Blouin and Captain Shepherd

February 11, 2026 — The Bellingham Fire Department has announced the recent promotions of Battalion Chief Blouin and Captain Shepherd.
Battalion Chief Blouin began his fire service career with Whatcom County Fire District 8 and later served with Central Whidbey Island Fire and Rescue and Shoreline Fire before joining Bellingham Fire in 2007. Over the course of his career, he has been recognized for his professionalism, integrity, and steady leadership. A longtime paramedic, his experience in compassionate service has helped shape his leadership approach. Promoted to Fire Captain in 2018, he fostered a culture focused on listening, decisive action, and empowering others. In his new role, he will continue supporting the department’s mission and personnel.
Captain Shepherd joined Bellingham Fire in 2015, bringing prior experience as a wildland firefighter, including service on a hotshot crew. During his time with the department, he has demonstrated a strong work ethic and dedication to the mission of “Helping People Everyday.” For the past six and a half years, he has served as a paramedic, earning the respect of his peers and further strengthening the organization.
