Glen Avenue Search Warrant Execution Yield's Illegal Handgun, & Narcotics

After an investigation in to a Glen Avenue narcotics house by members of the City of Troy’s Special Operations Sector and detective bureau, the city of Troy Police Department was able to obtain a court ordered search warrant. On January 31, 2024 at 3 PM, the City of Troy’s Emergency Response Team, Special Operations Sector, Detective Bureau, Patrol units, and Colonie Police Department’s Special Services Team rolled in from every direction on to 7th Avenue down to Glen Avenue and down Stannard Avenue. Police units completely cut off the Glen Avenue area and tactical teams quickly lined up and made their way to the target house of 28 Glen Avenue. Perimeter security kept a close eye on all of the surrounding homes. The City of Troy’s Fire Departments tactical medics remained vigilant and on the outer perimeter while tactical teams worked inside of the structure. While the the search warrant execution was happening some neighbors clapped in joy to see their neighborhood getting cleaned up.


The tactical teams inside of the home quickly secured everyone inside of the structure swiftly and secured the building. Members of the tactical teams handed off each individual out of the front door and each individual was searched and handcuffed and detained on the sidewalk across the street from the target location. As soon as the tactical units were clear inside of the structure they notified detectives, members of the Special Operations Sector and evidence technicians that they were allowed to make entry to the structure to begin their search. Due to the atrocious conditions inside of the structure evidence technicians utilized hazardous material suits to make entry to the structure and detectives utilized protective covers on their feet, latex gloves, and mask. During the search detectives were able to locate a safe that was broken open that had ammunition inside of it and a gun was also located inside of the home along with a significant amount of heroin and crack cocaine with fentanyl.


The City of Troy’s code enforcement division and animal control officer were immediately brought to the scene. The city of Troy‘s code enforcement division also suited up with protective booties, latex gloves and a mask and made entry to the house. Detectives came back outside for a breath of fresh air from the search and made their way back in to continue to search the home. Code enforcement is following up with the house today. Troy Police secured all of the individuals from the search warrant execution and brought them down to Central Station for questioning. The arrests from the search warrant execution has led to charges against several individuals. Jan Elier-Roman, 18 years old, is facing allegations that include Criminal Possession of a Firearm, Criminal Possession of a Controlled Substance/Intent To Sell – 3rd Degree, Criminal Possession of a Controlled Substance – 3rd Degree, and Criminal Possession of a Controlled Substance – 7th Degree. Jennifer Roman-Vega, aged 40, and Eric S. Roman-Vega, aged 37, are both charged with Criminal Possession of a Firearm, Criminal Possession of a Controlled Substance/Intent To Sell – 3rd Degree, Criminal Possession of a Controlled Substance – 3rd Degree, and Criminal Possession of a Controlled Substance – 7th Degree. Additionally, 50-year-old Jose A. Borrero faces charges of Criminal Possession of a Controlled Substance/Intent To Sell – 3rd Degree and Criminal Possession of a Controlled Substance – 7th Degree. Edith Valentin, aged 54, is charged with Criminal Possession of a Controlled Substance – 7th Degree. Rikki Sullivan, 34 years old, is accused of Criminal Possession of a Controlled Substance – 7th Degree, and Luis A. Morales, aged 43, is facing charges of Criminal Possession of a Controlled Substance – 7th Degree.


The City of Troy’s detective bureau and Special Operations Sector is working to keep the residents of the City of Troy safe by going after the narcotics dealers and individuals that brings gun violence to the streets of Troy and that are causing quality of life issues. This area of the city has been a significant problem for many years including high crime, drug sales, fights, shootings, stabbings, and also has earned the name of Fentanyl Alley. The quality of life issues in this area are extremely high and are now starting to be addressed more and more not just in this location, but citywide by the new Republican Mayor Carmella Mantello. Mayor Carmella Mantello stating “This is a prime example of what I’ve talked about for years, making Troy safer and cleaner for our residents”, said Mayor Mantello. “We are not going to tolerate this kind of illegal activity in our City anymore. This puts everyone on notice that the Mayors Office and the Troy Police Department are taking action, one block at time.” “We extremely proud of the work  of the Troy Police Department and assisting agencies in executing today’s search warrant in connection with a narcotics investigation “, said Mayor Mantello. “This is another component of the Quality of Life Action Task Force making an impact and working to make neighborhoods safer and cleaner.”  Assistant Chief of Police Steven Barker stated “Tuesday’s efforts were exemplative of a collaborative effort across disciplines, all with the common goal of a safer Troy. Community members provided necessary information that enabled our members to conduct an investigation, an operation that then included several departments within our Troy City Government all with their own unique resources. The investigation does not conclude with yesterday’s search warrant. Detectives have several additional elements that continue to be explored and our Troy Code Enforcement officials will remain involved throughout the investigation.“
