Burlington Fire's Marsha McCombie Earns CEMSO Designation

On September 22, 2026, the Burlington Fire Department announced that Battalion Chief of EMS EMS Marsha McCombie has received the Chief Emergency Medical Services Officer ( CEMSO) designation from the Center for Public Safety Excellence (CPSE).
The department stated that the professional designation acknowledges McCombie’s contributions to EMS administration and operations and underscores her ongoing commitment to emergency medical services in Burlington. The City of Burlington officially designates McCombie as Battalion Chief for EMS, and she is in charge of the department’s EMS division.
McCombie became a member of the Burlington Fire Department in late FY2023. In the city’s FY2025 annual report, she is listed as Battalion Chief of EMS, and the report highlights that the EMS division remained committed to training, professional growth, quality enhancement, and assessing new response models.
