Members of the New Jersey EMS community gathered to remember William “Bil” T. Rosen, a longtime EMS leader, educator and advocate for responder wellness who died in the line of duty.

Rosen, 59, collapsed while working with Neptune Township EMS on August 3, 2026. His funeral was held August 5 in Neptune Township, New Jersey, with members of the emergency services community attending to pay their respects.

Rosen served as chief of Neptune Township EMS and held several additional positions within New Jersey's emergency services system. He was Training Manager for the New Jersey EMS Task Force, Deputy EMS Coordinator with the Monmouth County Sheriff's Office/Office of Emergency Management and had a longtime affiliation with Shark River Hills First Aid.

With more than 40 years of emergency medical service experience, Rosen worked as a paramedic, BLS provider and EMS educator. His work included incident management, emergency preparedness and training public safety personnel. He also served in special operations and tactical medical roles.

Responder mental health and wellness were another major part of Rosen's work. He established a peer-support program within Neptune Township EMS and worked to expand wellness and resilience resources for EMS providers throughout New Jersey.

In 2025, Rosen received the national Wellness and Resilience Award presented through the National Association of EMTs for his efforts to improve mental health resources and peer support within EMS.

Rosen is survived by his wife, Kristin, and son, Sebastian.
